What is a GRP cold water storage tank?

A GRP cold water storage tank is a water storage vessel manufactured from glass fibre-reinforced plastic. GRP is the dominant material for cold water storage in UK commercial buildings because it is corrosion-resistant, food-grade, UV-stable, and lightweight relative to steel or concrete. All GRP cold water storage tanks must comply with the Water Supply (Water Fittings) Regulations 1999, Schedule 2, Paragraph 4(1)a and be manufactured to BS EN 13280:2001. Where installed in commercial or residential premises, annual inspection under HSE ACOP L8 is required. Cold water storage and your legal obligations under the Building Safety Act 2022

For higher-risk buildings, GRP tanks are safety-critical infrastructure. The Act introduces new documentation requirements that affect building owners, facilities managers, and specifiers on new-build projects.

Applies to all higher-risk buildings (HRBs) - from 1 October 2023

The Building Safety Act 2022 imposes legal duties on Principal Accountable Persons (PAPs) for HRBs — defined as residential buildings of at least 18 metres or 7 storeys with two or more dwellings. Cold water storage systems form part of the Golden Thread of building information and must be documented accordingly. Failure to maintain accurate, current records is a criminal offence under the Act.

PAP Obligations — Cold Water Storage

The PAP holds legal responsibility for the Safety Case and Golden Thread. For cold water storage this includes ensuring tanks are:

  • Compliant with WRAS and BS EN 13280:2001
  • Included in the building asset register
  • Subject to annual ACOP L8 inspection
  • Documented with installation date and commissioning record

Concurrent Duty — HSE ACOP L8

Dutyholder — Legionella Compliance

Under HSE ACOP L8, the dutyholder must maintain cold water storage tanks below 20°C, ensure annual inspection, and appoint a competent person. This duty runs concurrently with BSA 2022 obligations — both require documented, current evidence that can be produced on request by the Building Safety Regulator.
